Chemonics International seeks a logistics and training advisor based in Ouagadougou, Burkina Faso, to support the USAID Global Health Supply Chain Program â€" Procurement and Supply Management (GHSC-PSM) project.

The Procurement and Supply Management project will be the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Burkina office will work under the project task order PMI to provide commodities and supply chain technical assistance. The logistics and training advisor is responsible for assisting with implementation of the integrated LMIS and development of training curriculum related to logistics functions as well as provide technical support to all the training sessions organized by the project. S/he will serve as a key resource for supervision and other technical activities implemented by the project.

The key goals for the position include:
  • Assisting in the implementation of the integrated LMIS and system strengthening.
  • Assisting in development of the logistics training curriculum for all the training activities included in PSM work plans.
  • Coordinating all the training activities
  • Assisting in health commodities quantification and supply plan activities.
  • Participating in the supervision activities and other technicalactivities.
Principal Duties and Responsibilities:
  • Work closely with "Direction de la politique pharmaceutique et de la securisation des approvisionnements (DPPSA)" for implementation of the integrated LMIS nationwide
  • Coordinate all the activities related to the development of the training curriculum on health commodity logistics management included in the projects work plans (pre-service training, training of CAMEG staff,…)
  • Assist in organizing and facilitating/co-facilitating all the logistics training sessions supported by the project for system strengthening
  • Assist in the development of the national pharmaceutical strategic plan 2018-2022
  • Assist with any other technical areas relevant to logistics management information systems
  • Contribute to the development of project/country work plans and with reporting requirements
  • Participate in quantification and supply plan development activities.
  • Assist in coordinating projects work with other partners such as Improving Malaria Care project (IMC), Malaria Consortium, Global Funds Malaria/Health System Strengthening grant, etc
  • Participate in other technical activities of the project such as: supervision, monitoring of malaria commodity availability at the service delivery points
  • Maintain collaborative working relationships with all the projects staff (both in home office and field office) and project counterparts
  • Develop success stories to include in the projects quarterly/ semiannual and annual report
  • Other duties as assigned

Required Skills and Qualifications:
  • Graduate degree in pharmacy, public health, supply chain management or equivalent education or work experience
  • At least 4 years of technically relevant work experience in logistics management information systems and adult training required; alternately a Masterʼs Degree plus 2 years of experience; more of related work experience in the above areas may be considered in lieu of degree.
  • Experienced in training curriculum development;
  • Adult training experience
  • Demonstrated knowledge of Supply Chain Management, logistics systems, preferred.
  • Ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal skills; proven diplomatic and public relations skills.
  • Demonstrated leadership, versatility, and integrity.
  • Must have excellent communication skills; communicate clearly and concisely both orally and in writing.
  • Strong PC skills to include knowledge of Microsoft Word, Exce1, PowerPoint, Outlook, internet research and database use required.
  • Familiarity with Microsoft Outlook desirable.
  • Ability to multi-task and prioritize tasks.
  • Must be self-motivated.
  • Fluency in written and spoken French and English preferred.
  • Required to be Burkinabe

Duration of assignment: This is a fixed term position

Location of Assignment
The location of assignment is Ouagadougou, Burkina Faso. Intermittent local travel may be required.
